It's not 100% release ready, but ICQ for Java is now out.  It crashed
on me when running under Java 1.02, but running it under Java 1.1.1
seems to mostly work (odd, since the ICQ web page says just the
opposite, that it works with Java 1.02 but that they're still working
on a Java 1.1.x version).  Give it a whirl:

Attached is the .cmd file I created from their .bat file to start ICQ
for Java.  You will need to alter drive letters and paths.  For further
assistance contact ICQ's support.
