You can get it at http://www.mirabilis.com/ ICQ (I-Seek-You) is a real-time paging/messaging system for Internet users which will inform you when your friends log on and allows you to exchange messages and files in real-time. ICQ for Java requires a Java 1.1 JVM, and works just fine (for the most part) with Warp4's 1.1.4 JDK.
