    Two weeks late but twice as good , our autumn Issue #4  of
 the  IQ  Newsletter  is packed with plenty of food-for-thought.  As
 always,  the  IQ  Newsletter  offers  you  original,  one-of-a-kind
 articles-- you won't  find  resources  like  these  anywhere but at
 IACT.

   * an MIS memo on how an uninformed decision to switch to  Windows

 `24x7 Report` on Windows NT
 --------------------------- 
 
    Are you facing the decision to accept or reject Windows NT? Then

 Applications:  Solution,  or  Problem?"   This insightful technical
 paper was contributed by IACT member John Drabik,  and  focuses  on
 NT's  interface,  architecture,  use  of hardware resources and its
 ongoing  problems  in  those  areas.   Important  issues  discussed
 include Java, interoperability,  security,  TCP/IP  and other major
 standards, and responsiveness to programmers as well as users.

 Testimonial Project Update
 --------------------------
 
     We've just posted our first small batch of testimonials on  the
 "Microsoft-only"  bias  that  affects  all  of  us  who  rely  upon

 IACT Chapters Update
 --------------------
 
     After  a  couple  of  months  of  delaying this, the 2 European
 Chapters are now officially closed  and dissolved due to logistical
 and structural reasons.
 
     Although the individual key members of each Chapter  are  still
 indeed  members  of IACT, all projects started by their Chapter are
 terminated.  IACT-Deutschland's webmaster Marcus  Specht, busy with
 plans for Warpstock Europe in December, promptly took their Chapter
 web pages off-line several days ago.
 
     At this posting, IACT-Italia's  own Chapter homepage hadn't yet
 been taken off-line, but we expect them to  do  that  soon  and  to
 amend  their  legal  Complaint  that  they filed under IACT's name.
 With all  of  us  in  IACT  sharing  common  goals,  such as strong
 opposition to Microsoft and its monopoly, it's possible  that  IACT
 may   use  Internet  links  and  postings  to  support  an  amended
 Complaint, if one is  filed.   However, as a volunteer organization
 focusing on education and outreach, IACT has  no  lawsuits  pending
 against Microsoft in Europe nor elsewhere.

     As our members and  supporters  know,  we are an Internet-based
 organization, simply relying on a grass-roots approach  to  promote
