If you download the new IBMKEYB.EXE from the IBM Device 
driver pack (http://service.software.ibm.com/os2ddpak/html) 
you can set the undocumented switch /NUMLOCK, this turns 
numlock steadily to ON. Since Fixpack 8 (or even earlier)
you can aslo select the dvorak keyboard layout in your 
keyboard configuration settings (in the systemconfiguration 
folder).
