I had a brief look at the Russian pages describing the "VM/2 project":

And I want to offer a bit of clarification:

1. In my understanding it is not a VM implementation under OS/2, (by
VM I understand IBM Virtual Machine Operating System), but rather a
project utilizing the concept of Virtual Machine to design the new
operating system for 486 (and up) platform. The project plan assumes
a possibility of using some of OS/2 components/ideas, like device
drivers. So far, as I understand, the project is at the
specifications definition stage.

2. There are OS/2 (and Linux) implementations of IBM's VM, like ESLI
but are not freely available, like other S360/370/390 emulations for
OS/2.
