According to the README.1ST for FixPak 13 (Warp 4), it requires a new
release level of the Corrective Service Facility.

Release level f.142 is now available at:

  ftp://service.boulder.ibm.com/ps/products/os2/fixtool/english-us 

The self-extracting executable is CS_142.EXE, and the readme is
CS_142.TXT.
