The following appeared in comp.os.os2.bugs May 3:

IBM is pre-announcing FP 14 for Warp 4. FP 14 will be FP 13 with
all the updates that are now individual downloads as well as the
expected announced fixes that will still be made available as
  individual fixes.

Additional fixes above those mentioned at URL:

    http://ps.software.ibm.com/pbin-usa-ps/getobj.pl?/pdocs-usa/fixnews.html

will be also included if available when FP 14 is produced. Although
there is no strict date for the release of FP 14, it is expected to
be available sometime in June if not earlier. Gating factors are
the availability of fixes for FP 13 regressions (some may not get
fixed immediately and have to wait for later FP's) as well as IBM
  resource availability.

It has also been determined that the fix for 486 and 386 machines
that get a TRAP 6 on reboot after applying FP 13 was NOT included
in the re-released FP. Users of such machines either must get that
fix and apply it in order to boot, or should wait for FP 14.

For more information of the status of FP 13's fixes and FP 14,
  please see the above URL.
