Akira Hatakeama has ported the iconv library to OS/2.

What is libiconv?

In some UNIXes, there is 'iconv' library, as generic multi-lingual
character code, encoding coversion. If you are handling UTF-8,
UTF-16, it is nearly standard library for handling such code.
