I just checked at 16:55 PDT today (Jul. 28) and IBM just posted
FixPak 14 for Warp 4 (English US version). It is available at:

  ftp://service.boulder.ibm.com/ps/products/os2/fixes/v4warp/english-us/xr_m014 

Note that 2 IBM web sites (Network Computing Software Support News
Items and NCSD Software Updates) have at this time not been updated
to reflect the posting of FixPak 14. These pages are at:

and

respectively.

I would assume that when IBM does update the NCSD Software Updates
site that you will then be able to update via RSU. Given the glitches
with FixPak 13, this may be a case of YMMV (your mileage may vary).

From reading the README.1ST associated with FP 14 for Warp 4, it
appears that one needs to use release level F.143 of the OS/2
Corrective Service Facility.
