I have uploaded SolarPosition 1.0 to Hobbes.  It will probably go

Given lat/lon, time, timezone, air temp and press., and orientation
of a flat surface compute sun azimuth & elevation (with and without
atmospheric refraction) sunrise, sunset, energy received by flat
surface. From solpos.c by Martin Rymes, Nat. Renewable Energy Lab.,
based on Michalsky,J. 1988. 'The Astronomical Almanac's algorithm for
approx solar position (1950-2050). Solar Energy 40 (3),pp. 227-235. A
